I bought it 2 Days ago for 15€. 

Well, its the most beautifull desert i saw in a game ^^

Max settings in 1440p 120-140fps. 3 times it droped down to 40 for a second. Dont know what that was. Beside that it runs realy good and controlls are top on PC.

I think you have bigger problems on your hands than not being able to buy games if you can't get into your paypal account.

 

Try calling them?
