This is my first time building my pc and I don't know what to get. I would like to have a pc that can stream 4k movies and tv shows onto a 4k tv. I would also like it to be able to get around 60 fps on Ark: Survival Evolved (high or ultra settings) (Yes, I know it is very graphics heavy, but hopefully that will change). My budget is $1350 and it doesn't include any peripherals.  The color scheme of this build can be red and blackwhite and black, or red and white.

you can spend the other 150$ wherever you please - monitor (2nd one if you got one), better SSD, better case, more RAM - your choice.

Intel.

for CPU you are guaranteed to be going intel. For GPU I'd suggest a Fury over a 980. - quite a bit better.

Ok, thanks for the heads up. Is the Fury better than the 980 at cooling? Finally, what is the maximum temp a computer can be, while still being safe?

The Fury's cooling is fine thanks to the much beefier Sapphire Tr-X cooler. The temps on both cards will be the same. The 980 can reach 87*C before thermalthrottling whereas the Fury can go to about 85*C I think. Not sure. Both will stay cool but the Fury will be 15-20% faster on average.

The CPU can reach 100*C before shutting down but keep it bellow 80*C
