No, that 960 wont.

You're probably right about it not running ARK at playable frames (cough cough terrible optimization) , but on any other game that card will easily obtain 60 fps 1080p med-high settings, maybe even high-ultra.

No you cannot max that game 100%, but you need an overkill rig to do the advanced settings.

I would change out the ram for just 8 GB and get a GTX 970.

I wouldn't really count the advanced settings as max, but other than that my 390 can run everything in normal settings tab on max.

nothing can run ark at 1080p 60fps but with gta my 650 ti can handle it in a mix of high and normal at 60fps

Check around and make sure the CPU won't bottleneck the 390 if it does you'll have to get a better CPU or downgrade the GPU, I understand if you want to go with a gtx card but with an 800 dollar budget an AMD would be better IMO.
