how come the 390 beats the 970 even though the 970 has core clock speed 1140 boost 1279 and the 390 only has 1060

Architecture. CUDA is just a marketing name for the processors in Nvidia GPUs. They are both technically called stream processors or shaders.

 

Nvidia seems to be doing better in serial workloads, whereas AMD cards appear to destroy everything when workloads are parallel. Look at the comparison between DX11 and DX12 in the Ashes of the Singularity benchmark.

but amd has more of them in the card and how come you need cuda cores to run OCTANE RENDER if there technically the same thing
