Do you take one ram stick out then start it then put it back in?

Mine tends to do that, I'd just go down a checklist. Normally when I take one of the RAM sticks out it fixes, beats me as to why that does anything though.

 

 

I test to see if it boots with one stick and if it does then I put the other stick back in (AFTER TURNING IT COMPLETELY OFF)

If you can find your product key, there should be no problem in downloading an .iso (don't worry, that's legal and, if you're on 8.1 or 10, those are even provided for free by Microsoft), burning it on a DVD and using that.
