First time builder / medium budget.

im still new to the pc building thing and im a little mixed up on budget. i really dont know how much i want to spend, so i guess i would like to spend in the 500-650 area but my max is like.. 750$ i guess. im ok with using b-list parts or refurbished as long as they are legit retailers. The main reason i want to get it is to play some single player campaign games like mad max, mgsv, bioshock, probably not gta 5 cause it wont be able to get 60fps on it. id like at least like 1080p medium-high settings??? idk i never thought i would be in this position where i look like a noob cause ive been researching parts for like a year but im still nowhere.  im trying to save as much money as i can bc im going to collage soon.
