Refurbished means that there was something wrong with it and now it is *Fixed* It doesn't have to be done by the manufacture, but I would want it to be manufacture refurbished.

Pre-owned means someone else owned it and now it is second hand.

 

Depends on where you are getting it from.

There are some dodge places where they will sell you something broken and you cannot return it or get a refund.

I'd personally only buy refurbed products from the original website.

Refurb is better. A refurb is a product that was sent back and restored by the manufacture or thrid party. The product is almost good as new.

 

My Logitech g700s was refurbished, it didn't use the retail packaging but worked perfectly. It was also $40 less

In terms of better refurbished is better, pre-owned means its used though it doesn't mean it not in a working condition.
