Windows 10 and OC/Adaptive Voltage Issue

Hi all,

For some reason I am not idling down in adaptive voltage. My computer is constantly cranking out 1.208v at 4.5mhz even when all 4 cores are at 0 percent usage.

I have been looking for hours and haven't found anything. C states are enabled, only thing adjusted is multiplier at 45 and adaptive voltage.

This setup worked fine on 8.1 for months.

Any ideas? I am very confused. Not a huge deal but saving some energy would be nice.
