In theory yes; it comes down to whether other cores are in use (even slightly) by other processes and if the cpu has enough power and heat overhead (which is usually the case).

So this xeon has a clock speed of 2.0ghz, but turbo goes up to 3.4ghz. My question is, if I use a single threaded program, will the single core automatically turbo up to 3.4ghz when under full load? thanks
