what's wrong with that chip and it's so cheap?

It's an auction; it starts from 1 buck but it could go up very quickly. It is a used cpu; it may work perfectly or die tomorrow, although to be honest I have never seen a cpu die without overvolting unless its pins were bent. If you need it, sure, go for it.
