With a 1k budget you can do an i5, 380, SAMSUNG not kingston SSD, a Supernova (PSU) and no need for extra fans and fan controller :U 

Gotta eat I'll redo the best build you can do in a sec

Get windows of g2a. You don't need more case fans, Atleast yet. I'll explain each part or why I chose certain parts if you want.

you can save money by getting a 500w psu and by getting a windows key off g2a for like $25 bucks. i would get a better amd cpu like an 8350. 6300s are comparable to i3s

Even fx8s are comparable to i3s in cases for gaming. The fx6 or fx8 would also hold back the gtx 970 or 390. Not to mention to overclock the sucker you will need s high end CPU cooler and mobo.
