Speaking from experience yes... overclocking to 4.8Ghz will help, but it will still bottleneck slightly.

still, id say keep your FX until you know if dx 12 solves bad performance in games.

Yes, get another CPU, if she intends to overclock get the 4690K, if she has no intentions of overclock the 4460 will give you almost equal performance.
