I'm from belgium and i want to build a pc from around 700 €.

What CPU should i get?

For a gaming build around 700 euro:

cheapest proper atx mobo with an usb 3.0 header

some i5 non k

8gb ram

50 euroish mid tower case

50 euroish bronze 500-600w psu

ssd / hdd depending on the rest, maybe you have a spare hdd

something around a 280x that is good price/performance where you shop

^^ i second this but i think you could find an R9 290/390 or GTX970 that would fit that budget (maybe) otherwise yeah the R9 280/285/280X/380 are the way to go for cost/performance...an i5-4460 is a good CPU for this price range.
