It's possible with GTA V I think, as long as you sign in with the same Social Club account on Xbox One and PC

Not sure about BF4

Really? Thats stupid.

Its really two different things. GTA V had really late PC version. Hence they allow players with console copies to play on PC too. With BF4 (besides being from different publisher and developer) console and PC version were released at the same time.

You can request Origin support to merge/change account from platform to another. But this will make the original unusable.
