You came to the right place. My $700 build has a 280X I think but you can easily swap it out for a 390 since it's in your price range.

Edit: There you go-

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor  ($176.95 @ SuperBiiz)
Motherboard: MSI H97M-E35 Micro ATX LGA1150 Motherboard  ($69.99 @ Micro Center)
Storage: Samsung 850 EVO-Series 120GB 2.5" Solid State Drive  ($69.89 @ OutletPC)
Case: Cooler Master N200 MicroATX Mid Tower Case  ($40.99 @ NCIX US)
Total: $805.27
Prices include shipping, taxes, and discounts when available

This is great value.

Haha thanks, I get these kinds of posts all the time so I sort of have builds planned out for them. I only need to change a component or two based on their needs.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor  ($229.99 @ SuperBiiz)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($25.98 @ OutletPC)
Motherboard: ASRock Z97 Anniversary ATX LGA1150 Motherboard  ($82.98 @ Newegg)
Memory: Team Dark 8GB (2 x 4GB) DDR3-1600 Memory  ($38.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive  ($49.99 @ NCIX US)
Video Card: PowerColor Radeon R9 290 4GB PCS+ Video Card  ($252.98 @ Newegg)

Power Supply: EVGA SuperNOVA GS 650W 80+ Gold Certified Fully-Modular ATX Power Supply  ($79.99 @ NCIX US)
Total: $793.89
