i modded my cables do you think i should try and see if i fucked up a wire somewhere ?

If you modded your cable and incorrectly placed them you could have killed a component, you should really multi-meter your connections before putting it in a system.

There should be no 9V lines, always keep your negative end of the multimeter on a Grd line, of course you need to use the paperclip method to turn the PSU on.

Here I have a post up for all the diagrams, under the PSU Pinout and Diagrams:

What component did that plug into?

If it's a GPU or something like a HDD remove it from the PC and see if it can post properly.

i have 0 post what so ever

this morning i got it to the bios but it was only in bios for 10 secs before shutting off. Im rechecking ALL of my pins but might just say fuck it get a modular supply and then have my cables sleeved by someone who knows what the fuck their doing.

Iv looked at all pinnouts everything but when i just connect the 24 pin it says FF as expected no other plugs

When i plug in the 4 pin at the top of the board it changes a whole bunch of times then goes to 66 then crashes after it tries super boot

then when i plug the 8 pin at the top it crashes faster

i plug the gpu power cables in and sometimes it will boot to bios for a fraction of a second

-SNIP-

Even without the GPU it's giving the FF post, have your tried just one stick of RAM.

Test the GPU in another system if you can and I guess last ditch effort clear the CMOS by removing the battery for about 5 mins and reinstalling.
