Hi I am thinking of building my dad a computer and i need a new cpu. He uses his Pc for light video editing and web browsing as well as photo editing and the other normal applications (excel, chrome e.c.t) Preferably i would be looking for a quad core cpu. And my budget is around 1000 dollars and obviously cheaper is better but it doesn't matter if you go to the limit.

i5 4460. 4690K if your budget allows for that.

Wouldn't really recommend i7 4770K or 4790K for that budget, unless you are not going to add a GPU

first i chose an i5 but then i changed it for an i7 because he willl probably benefit from hyper-threading
I chose the 960 because i don't know if he's going to game on it. if not, get something cheaper line a 260x/270 
the same thing about the hard drives
so, what do you think?

yeah sounds solid he definatley won't be gaming so I was wondering if maybe a mid range 7 series card from nvidia or possibly even a mid range quadro what do you think?

if you're going to settle for a 700 or 900 series gpu, except the 960 which is about 160$ the only cheaper option you'd have would be the 750ti

the 760 is only 10$  cheaper than the 960 so it's not worth it

Quadro is a complete waste of money for most people. They're basically identical cards with ECC memory that cost 2-10x as much as their consumer/gaming equivalents.

Yes, and "light video editing and web browsing" are not those specific applications.
