Cannot personalize windows 10!

After upgrading to windows 10 yesterday, I am running into an issue whenever I right click on the desktop and click personalize. In addition, when I click the start menu and click settings, it flashes a window for a nano-second, then does nothing. Here is the error message I get when I try and click personalize after right-clicking on the desktop:

I have googled this a bit and found a few solutions, none of which worked. Any help would be greatly appreciated!

now that you did the upgrade

do a clean install of 10...should be done now that you have upgraded...
