I know. I want to see the power consumption for my graphic card. And is there a PROGRAM NOT A DEVICE.

No, software can only give estimates. That's why those devices exist

Nope. PSUs (Corsair is exception) don't have USB connection for that. You can see how many watts your GPU is "using" with MSI Afterburner and similar software. But thats as close as you can get.
