Microsoft .NET Framework 4.6 for Windows 10 ?

So i have Microsoft .NET Framework 4.5.2 offline installer for Win7/8 but i wanted to have a fresh copy of it for win 10 and found this 

Microsoft .NET Framework 4.6 Targeting Pack and Language Packs for Windows Vista SP2, Windows 7 SP1, Windows 8, Windows 8.1, and Windows 10

but it says Targeting pack ? what does that mean ? is this different than normal Microsoft .NET Framework ? or is this the same thing ? can i download this for my fresh install of Win 10 ?

It is an extension for Visual Studio for developing apps. To run apps written for .NET 4.6, the redistributable needs to be installed. It is already included in Windows 10, you do not need to do anything for it to work. However, I also suggest enabling .NET 3.5. To do this, search for Windows Features in the search bar, click on it, and tick the box for .NET framework 3.5. The necessary files will be automatically downloaded from Windows Update.

but if i do need an offline installer, that link i gave you will work right ? i'm just in doubt whether targeting pack and the normal version are the same thing.

They are two different things, but they are for different purposes. The targeting pack is for development, the redist (included in 10) is for running programs. For 8.1 and older you can use this: http://www.microsoft.com/en-us/download/details.aspx?id=48137
