I finished building my computer and while playing games the gpu's temperatures under load is at 70. I have a gtx 970 with a reference cooler and it has been in the 90's outside (I have a room fan to cool me in this heat. Are these temps ok? and i need to work on my cooling or is it going to improve as the weather improves?

Those temps are fine. Not a big deal at all.

I think the max temp for the 970 is about 100-110C. Graphics card of that caliber are meant to run at high temperatures. If you still feel uncomfortable with it, or you are getting artifacts or any other abnormalities with the video, which seems unlikely to happen, try setting a more aggressive fan curve.

Those temps are fine because you have a reference cooler. My g1 runs at about 66-67 under load and it's about the same temp here +/- 5 degrees

70° under load is top.

my reference 980ti sits at about 83c under load. I'd consider your 70c rather frosty
