Intel Core i5 Core Problem

hello, im having an issue where core 2 and 3 on my cpu are working hard while core 0 and 1 are slacking. any way i can break up the workload between them? a picture below

Try setting task affinities to high usage programs in task manager

That's just how some programs are written. A lot of tasks can't get spread out evenly so it results in one core doing all the work. In a lot of games that ends up being core #3 for some reason.
