...a webcam for my PC? I'm not really sure why I want to do this, but I do, so deal with it. :P If this is even possible, it would have to be done for free. ;) I'm not really sure what else to put so...

Sure if you're willing to put a lot of time into doing it otherwise no you can't. you have to work with an extremely small ribbon cables that will limit your options of doing things.
