I'm looking for the best performing all-in-one water cooling system for either a LGA 1150 or 2011-v3. I was recommended the Nepton 280L, but I honestly don't know a lot about water cooling.

All three of those coolers come with...not very good fans, so i would recomend getting better aftermarket ones. Once you change the fans i don't think you'll see a big difference, they are all very similar, so buy the one that's cheapest for you

Usually i don't recomend triple rads AIOs but the Fractal Design Kelvin S36 is actually priced very nicely in some places, and it's also expandable and has a full copper rad, 

 

The final AIO i'm mentioning is the Swiftech H240-X, it is expandable, which you may or may not use, but more importantly has a full copper rad which gives it a performance advantage. It should be noted that it's more expensive than other AIOs and honestly the extra cooling is not worth the hefty price tag unless you want to expand it

Well, in my AIO experience, pump noise has never been an issue, the fractal design and swiftech units likely have the noisiest pumps because they are meant to be expandable, so sticking to the first 3 i listed would be the best way to go. Now fans, well, i think i am obligated by LTT to mention the Noctua NF-A14. and it's a terrific fan, just expensive.
