How to disable desktop syncing on Windows 8.1?

so i installed Windows 8.1 a couple days ago (was running Windows 10 Insider Preview) and even though i turned off onedrive for syncing when installing, my desktop keeps getting screwed up by my laptop. i can't find a setting anywhere to disable desktop/wallpaper syncing? I even called Micro$oft to see if they had anything, but after going through maybe 3 steps, and 10 minutes on hold, they wanted me to pay $90 for the tier 2 advanced support just to fix this simple issue. any insight would be great, because every time i turn on one of the computers, the other one gets messed up.

that won't work once i go over to Windows 10 in  a few days, pretty much all functionality requires me to be signed in...my laptop happens to be running windows 10 atm.
