I'm getting mixed replies here.

Factoring in the fact that you really want to watercool the card, and in particular there isn't any indication of a waterblock for the MSI 390, you may choose the 980 since it's a reference PCB and there are many waterblocks available for it. Sometimes raw performance  or vram are not the only factors and that's ok, the fact is in your particular situation IF you want to watercool your card in the near future, the EVGA 980 would be the better choice. 

 

PS, if someone simply answers '390' or '980' dismiss them, if they don't have time to type more than 3 characters they are not worthy of being considered for advice.

They're not much different at 1080p and the 390X beats the 980 at all resolutions above that so I would go with the 390X and it would last a lot longer with 8GB Vram

I seen you have a GTX 970. The r9 390x and GTX 980 won't be to much of a performance gain. 5-12%. Unless you overclocked the GTX 970 and don't like what it's offering I'd get a minimum AMD r9 Fury ( non x ) for $50 more then the GTX 980.

I live in the UAE, so components are limited, fury isn't available here.

980 definitely

you get metal gear solid 5 for free and nvidia has great driver support

 

and geforce experience is awesome

Both in my budget

There is almost a 200 dollars difference, i think according to the prices you have available the 390X makes more sense

well, 980 and 980 but lifespan i would say 390x as long AMD don't go bankrupt and for the last point i would say whatever, they are both good for water cooling but the 390x is gonna take more advantage of it.

I've heard a lot of issues with AMD's drivers and keep in mind that water cooling AMD cards doesn't have much options.

The 980 will have a slight edge, but the 390X has a massive memory buffer that will keep the card relevant longer, it's nice when your future upgrade is simply getting a second card, with the 980 that may not be the case (mostly speculation but with the jump in memory usage on GTA V i think the trend will be more vram usage)

So, what is best? I'm not talking about budget.

I think you can make the arguement for either a non-reference 980 or a non-reference 390, reference coolers are only good when you are watercooling the card right away and they are cheaper, simply put, they perform considerably worst, louder and hotter. What models you have available for each card? (MSI, EVGA, Saphire, Asus, etc)
