I am currently in the process of upgrading to a new video editing PC. It will be running adobe premier pro CC as well as a little after effects and other typical web browsing, etc. I want to stay in the $1000 range USD but will be willing to go to $1200 max if it really helps with performance and is justifiable. I do not care really what it looks like but would prefer a side window if possible but if not that is completely fine. And of course being quite and being power efficient I would like but are not a complete deal breaker but do help. I will be running dual monitors which I already own which run not 1920x1080 but just a little under (not sure of exact resolution, sorry). It will be running Windows 8 which I will upgrade to 10 when it is released. Also, if it dual boots OSX and Windows that is a huge plus as I like both but is not a deal breaker at all. 

 

Parts:

Preferably i7 5820k or 4790k (both of these I have a deal at a store nearby-5820k for 299 and 4790k for 279)

32gb of ram, dont care if its ddr3 or ddr4

and of course ssd for Windows and Applications

1-2 TB Hard drive  (Western Digital only for hard drive but don't care about ssd)

The 5820k would require you to use DDR4 and a X99 motherboard so it would take a larger part of your budget, leaving less for the other components.
I would recommend checking out WD Black drives as they are designed for more intensive usage, longer workloads and high speeds. It should be able to handle the larger files that you will be working with. Here's a link: http://products.wdc.com/support/kb.ashx?id=CMScxc
 
Do make sure you get an appropriate motherboard and a CPU cooler to take the most out of the overclocking abilities of either of the CPUs.

Sorry bro, but $1000 is no where near enough for a 5820k and 32gb of ram, or ddr4.

I like it but the GPU is kind of overkill as the ram and cpu are more important but besides that it is a great build.

Some would say get an AMD card since it's cheaper, but I hear x99 platform cpus work better with 900 series geforce cards.

Also for the cooling, if you want you could put more towards the cpu cooler, but you probably won't really need it. The cpu cores are stronger compared to lower cpus where even with the speed at 3.3 it would still be stronger than them i believe.

I only went with 8gb cause i was trying to fit it into a $1200 budget, although if he doesn't mind going a little over budget there's a 16gb 4 stick set he could get.

You said video editing, that's why i kept in mind, although 16gb ram would do your work, and you have to operate 2 1080p monitors, that's why i add that gpu, amd gpu at this price its just so.. So..

I own a 970 and i know its a capable one
