I decided to go with the following build:

 

Videocard: R9 280 royalKing 204,95 euro

Motherboard: ASRock Z87 Pro4 93,95 euro

CPU: Intel Core i5 4460 182,95 euro

RAM: Kingston HyperX Beast HX324C11T3K2/8 59,95 euro (Found this great deal it's 2400MHz)

CASE: Antec GX500 39,95 euro

SSD: OCZ SSD Trion 100 120GB 55,- euro

HDD: Seagate 7200.14 ST1000DM003 1TB 47,95 euro 

PSU: Antec Earthwatts Green 430 59,95 euro

Additional questions:

 

Case comes with 2 top fans and a rear fan.

Also the CPU uses a fan so 3 will be used now.

 

I want 2 additional 120mm fans in the front of the case, will this work with this motherboard? This upgrade will be done a month after the build.

 

Also I found a R9 280x online used for 150 euro which lowers the total to 689,70 euro would this be a smart decision?

Your call on the gpu. Addtionally, see if you can find the 380 version.

I say yes, it would be.

We can't Benchmark like we used to, but we have our ways. One trick is to shove more GPUs in your computer. Like the time I needed to NV-Link, because I needed a higher HeavenBench score, so I did an SLI, which is what they called NV-Link back in the day. So, I decided to put two GPUs in my computer, which was the style at the time. Now, to add another GPU to your computer, costs a new PSU. Now in those days PSUs said OCZ on them, "Gimme 750W OCZs for an SLI" you'd say. Now where were we? Oh yeah, the important thing was that I had two GPUs in my rig, which was the style at the time! They didn't have RGB PSUs at the time, because of the war. The only thing you could get was those big green ones.

get the used 280x. Get 500W, 430W is too little, may cause trouble. And if posible, get more than 120GB ssd, i find it little.

I don't know about that power supply.  Always check PSU reviews before you buy it, and don't underestimate it's importance.  And 430 watts is a bit low.  A PSU can lose 20% of its capacity over 3 or 4 years.

 

Also, the 280x is a good idea if you need the money.  If you don't mind used parts, try find a 290 or 290x.

Is the Z87 board compatible with the Haswell Refresh CPU?  The bios needs to be updated.  If it is not updated, the PC will not even boot into the bios.

Warning: if that motherboard isn't newly manufacturered and hasn't had its bios updated, and I'm not away of any new ASrock Z87 pro4 boards, then you're going to run into a Catch-22 where your CPU wont work until you update your MoBo's bios, and you can't update your MoBo's bios without a working CPU.

 

Also, that R9 280 seems overpriced. This is one of those rare instances where the GTX 960 is actually cheaper than the R9 280, and so long as you play games on settings that don't use the extra 1GB of VRAM, the 960 will be slightly better:

the cheaper 280x would probably be better, but then I'd suggest at least a 500W PSU

EDIT: stconquest has made excelent changes by adding the h97m, but i would throw away the HDD for the moment, HDDs can easily be added later, but it is hard to change the size of your C:\ :P so invest that money into a 240-256GB SSD instead. But this is all about personal preference :) and not if you have a lot of storage you will fill it. But it wouldn't bother you NOT to have TBs instead of GBs if you are not used to it. In addition to that you can probably recycle an old HDD from your old PC. And I do not like the case.

 

In the range from 500-700 bucks I'd recommend team red:

A10 Series 7850K ~125€ - don't know the exchange rate :/ but is close to 1-1 with a little more than one $ / € ASRock FM2A88X Extreme6+ ~95€

R7 250 (no 250x! and try to get a cheap one with DDR3) ~80€

With a 250GB SSD and a fancy case + (and this is VERY important) a good cooler e.g. the Pure Rock from be quiet! for 30 bucks you should hit the budged.

Also very important: Do not cheap out on the PSU, a good PSU will be used over and over again! Maybe get a 530W modular 80+ be quiet PSU for 70 bucks? Trust me it will be a long time until you replace it (unless you get rich suddenly and buy a 295x2)...

 

 

 

 

But your i5 approch is pretty ok, too ;) But be aware that is wouldn't be a final build. There is not such a thing as a final build, so try to buy quality where you can recycle your stuff :)

Either grab a H97 motherboard, or call the retailer (store) and ask them if the Z87 motherboard will accept the i5 4460 right out-of-the-box.

 

Note:  To make the sale, a decent store will update it for you.

Either grab a H97 motherboard, or call the retailer (store) and ask them if the Z87 motherboard will accept the i5 4460 right out-of-the-box.

On the Asrock Fatal1ty B85 Killer specs it says it supports the i5-4460 Haswell-R so I should be set with the last combination of components?

Yes, Bios P1.10 will support newer 1150 socket(Haswell Refresh/Devil's Canyon) CPUs... like the i5 4460:

Nope.  There are more expensive ASUS motherboards that have a feature to update the bios without a CPU, but most boards NEED that CPU to work in order to update their bios'.

With the pricing of the 7850k, amd's dual graphic's lost their value. His intel approach is better, although trust me, I wish there was a better one for amd.

One can get the 8350 which is close to an i7 in terms of specs (i didn't benchmark the 8350 myself yet) and costs about 170 bucks

The 8350 is NOWWHERE near the I7's league. Im an AMD fanboy if anything, and even I know this. In single and multi threaded tasks, the I7 would and does definitely beat the 8350 hands down. Those specs mean nothing as they're on paper.

What motherboard would you recommend that is ATX, atleast 1600 MHz RAM

atleast 1x 3.0  x16 pci slot  and I prefer a second one which is allowed to be 2.0.

Or would you recommend a different CPU? What is the safe combo that is kind of the same?

90 series board (H97, Z97) will all be able to run that CPU without worry since the were released at the same time. No bios update necessary.
