Screen speckling with dvi to hdmi on DirectCUII R9 290x

Alright so I noticed on my friend's new amd build that there were some speckling issues when using the DVI-D to HDMI cable that came with the graphics card. The card outputs fine when we used a regular hdmi to hdmi cable, so I'm figuring it's the cable and not the graphics card, but I'm not too sure. We don't have a dvi to dvi cable lying around so we can't check that unfortunately.

Might be a dying DVI port or a dead cable/adapter

It's literally a brand new gpu, so I'm thinking it's his cable.

See if you can get your hands on a new cable, if it still happens, RMA the card and get a new one. Its rare to receive a broken GPU nowadays but is still possible.
