What kind of games do you like to play and what's your budget? 

 

You can always get a better performing PC for the price of a ps4 but it depends on what you like to play and how you like to play it, for some games I prefer to sit in the living room with mates and relax on the PS4, for others I prefer just playing on my ones at my desk on my PC, It comes down to you really and what you enjoy and what you think you'd get the most out of

Well that depends, could you post your PC specs?

 

Also are there any PS4 exclusive titles you desperately want to play? If not then just upgrade your pc (But we dont know what your current PC specs are either.)

TBH, any console after the Xbox 360/PS3 are pointless as you can build a computer from scratch that performs a lot better while being significantly cheaper. If this was between 2001-2007 I'd have recommended a console for gaming over a PC.

Build me a PC that's "significantly" cheaper than console from scratch and I'm taking about PS4 ( as I have experience with it and know shit about it )
