There isnt really anything like horizon 2 on PC assuming you want that simish experience

one with a good story line is Driver: San Francisco. It's also pretty easy

 

Its one of my favorite games :)

 

EDIT: The story line is kinda stupid in the sense that it's impossible, but whatever

You know that guy that games on a MacBook? I'm that guy.

Tbh, Ive yet to find out. Never played it nor do I know much of it but it is supposed to be a good racing game.

sadly project cars isn't open-world. you choose which track to drive/race on. you can drive off-track but there's still track limits 

 

better choices could be The Crew or Test Drive Unlimited 2

Ya TDU, Various NFS games and and the crew are the only games I can think of that will give you what you are looking for. Im a car/racing nut though and their physics model just isnt up to snuff IMHO.

 

TDU I reccomend 1 over 2

 

NFS I say NFS Hot Pursuit (latest one that came out in 08ish

 

The Crew I cant recommend, unless it was patched the in game economy is garbage.
