VCP adds post proccesing or "better quality" to any content you so desire to watch. Enables ultra smooth motion, image doubling and artifact removal to video files that have been downloaded. Works with youtube videos aswell allowing you to watch ANY youtube video @60fps with smooth motion, and post processing best part about it is you don't have to use your web browser!

nope no idea and the OP needs to post more before I DL a random 7z file.

taking a pee inside it though it looks like an older version of MPC-HC and madVR as well as something called svptube. My guess is your basically tapping into the UR and just playing it with a local player.
