Very simple actually. 3 ways:

Method 1: Click on the Power icon of Windows 8 or 10 start menu/screen, press and hold your Shift key, and select on restart. Continue to hold the shift key until you see that screen, which will follow after you see "Restarting..." screen. This does not work if you use a start menu replacement program under Windows 8.

Method 2: restart or turn off your system while Windows 8/10 starts 3 times in a row, after that, the screen you see will appear, after startup repair operation completes.

Method 3: go to PC Settings (or Settings in Windows 10), then go under "Update and Security" > "Recovery". Then click on "Restart now" under Advanced startup section.
