As in FPS? No. It makes things smoother, but won't change how well your system runs.

Not really.

 

It makes your monitor refresh frames only when the GPU tells it to do so.

 

It used to be the other way around.

 

No more screen-tearing and no more dropped frames when your FPS goes below your monitor's refresh rate.
