My sister is wanting a shitty little MBA, and she won't listen to me, just because she wants to be one of the cool kids that has a Mac. So, start rapid firing laptops for this price range. ASUS, Dell and Lenovo are preferred (ASUS and Dell are #1). Durability is kinda key, since she is only 11, and it needs to have Windows on it. Storage should be at LEAST 250GB, but have at least 4GB of RAM (8GB ideal), and at least a mid-high end Pentium. A decent screen is ideal as well. Lightweight isn't bad either.

Ok, at that price range your best buying the laptop second hand. Straight up from my families experience I can say that Asus was an excellent choice 9 years ago and they currently still are, and that Dell laptops are like Apple laptops-low specs, high price except with lower quality. I remember seeing on Ebay an i5 model of this laptop (HP Pavillion DV6-mine is the 3010AX variant) for around $300. As for Asus, I don't see as many of their laptops second hand-but that could be due to their durability.

The DV6 also has a lot of future upgradeability, with a socketed CPU, easily accessed RAM, HDD and mini PCIe slot, an unused touchscreen connector, socket for the cable to backlight a keyboard, space for a fingerprint reader (installing one requires a new top shell in my case) and a bluetooth module (with my laptop HP installed the cable for the module but didn't install the BT module itself). Its also very quick and easy to disassemble and reassemble.

You can pick up a decent laptop for $400. The Acer Aspire V 15 Touch V3-572P-326T Signature Edition is pretty good and costs less than $400 on Amazon. Has a fifth generation Core i3-5005U processor. I believe the RAM is 6GB and the HDD is 1TB. 

 

Has a standard 15.6" screen but it's touch screen. A bargain for $400 though.
