When it's the issue.

If it's a quality PSU it can last long. My father's old file server has been working 10 years, atm is in the basement turned off but still works

Would you own a PSU after 7 years? I would think not... the things do degrade over time.

You'd better change it like 6 month before the end of the warranty , but a good psu can be used even after that period.

It's just loosing performance, anyway most people are far from the limit of power their psu can deliver.

 

I still have two computer running with old psu at home.

One corsair HX620 and another one Corsair HX850... since like 2009 or so...

If it's a good quality PSU and you don't abuse it, it will likely outlast the usefulness of the PC (by the time it dies you'll have moved on to a whole different rig)...
