It will use a different camera software. Probably a modified AOSP camera app rather than the touchwiz app that has more features.

In my case, I did lose quality with my HTC One M7 going to CM, but that was an odd case. For the most part you should be fine, I think my friend's GS4 camera is good with CM.

The stock Android camera app might not have the best optimization and software for that phones camera so the quality might be lessened I think. But I think if you fiddle with the controls in the stock camera app you might get the same quality.

Slightly less but for the GS4, it should be fine.

 

One gripe I have with CM is that it doesn't seem to play well with phones that have optically-stabilized cameras like the One M7 and LG G4.

Try using Open Camera, I'm using it now and it actually has many advanced features which you can tune.
