What @Wiplive said, you won't fit a 4690k and GTX 970 all in the same budget. You could look at Craigslist around your area and post a few things you find and see if it's a good deal.

Sacrifice CPU to get a SSD in the build.  And 1TB drives are a ripoff for $ / GB.  I spent $80 for my 3TB drives in the server.

 

Also, like said above, you have to have reasonable expectations.  You're not going to fit high(ish) end hardware in a budget build.

Do MoBo's effect performance? No.  Does it make sense to spend 100$ on a MoBo on a 600$ build? No. 

 

At least take a reliable brand like ASUS, Gigabyte, MSI. I don't think he would be happy if his motherboard die after a few month and deal with ECS have shitty customer service. 

 

PS : I've changed the mobo and put a 280X instead.
