Dual gtx 960's?

First off I would like to know if it's worth getting them and second, can it run GTA V at 4k resolution?

No. It would not be worth it only like ~5% Faster than a single 970 for more expensive. 

 

It could run GTA V At 4K at low Settings and Sub 30 FPS if you got the 4GB version.

i wouldnt get a middle class gpu for running sli, if its the 4GB version then yea you wont have problems running GTA V at that resolution, but you still wont hit 60fps, maybe at low settings

It would be equivalent to a 980 with less vRAM. SLIing 970s is a different story. My 760s are equivalent to a 780ti.

A GTX 980 ti would,

The AMD fury is coming out tomorrow, maybe wait for that and see then.
