Is core voltage meant to fluctuate?

Core voltage is all over the fucking place... going from 0.080V to around 1V?

Maybe as the CPU load increases and decreases if it's not set explicitly.

It's normal for it to vary since it saves power that way unless you set it in the power options to stay at max speeds or manually set the voltage in the BIOS.

Yes it is normal. I believe it does this to save power when the processor is idle by lowering the clock and dropping down the voltage, and then scaling it up on demand.

 

You can however manually set a fixed voltage in the BIOS or UEFI if you don't want it to fluctuate like that.
