Flex ATX is just a non standard sized board but yeah it will only take up half or the top section of case:

I bought it on acident The b85-ds3h is a flex atx and everybody says that it has really good value

It's MicroATX not Flex-ATX. 

 

Flex-ATX only has 2 expansion slots.

It is something in between it's 1" smaller in width
