lets say i have a budget of $400..

this has to include windows 8.1.. hardcore gaming isnt in my top priority as im already playing on an xbox one. but id like to get into mobas and world of warcraft and just have a pc for general use because currently all i have is a chromebook.. 400 dollars is being generous isnt it? would i have room for a keyboard? i already have a monitor and a mouse.

400$ with a OS is difficult mate. youd make MASSIVE sacrifices. and id recommend bumping it up to 600 to get the best price/performance ratio. You can build a decent PC for 400, but not one that can game. You MAY go the APU route, but then you will also be limited

You can have a decent PC at 400+ dolars (I'd aim at 500 at least). I'd say AMD and Radeon (like an R7 260x, they seem to have good reviews and I think they already support DX 12), it has a better quality/price rate, and go for the cheapest box (if your not looking for a gaming PC, an integrated power source in the box may be a good choice)/disc drive (if you need one) and an adequate motherboard, 4GB of RAM should suffice.

Depending on the CPU and graphics card you choose if you have money to spare, I'd say invest on a smaller SSD for your system and programs and a bigger HDD for your files.
