Something must said for PC gaming... you can create your own game almost....

 

Here is what i have managed with a lowly 7770 at 1080p :)

It's far from finished and i will be targeting 30FPS to gain more visual quality, what you all reckon so far?

some of the mods for fallout are insane. in new vegas nevada, project brazil and AWN make it into a completely different game.

The game plays quite nicely at 30FPS... i use a controller anyway so it's a none issue.

Lowered the view distance, this is mostly due to higher cell counts being too harsh on performance, so to hide some of the unloaded distant stuff, i have trie to fog it out a bit.

MSAA is enabled and textures have lost a lot of detail so i may have to use no AA.. well at least no MSAA.

Also this mod is hilarious :D

 

Enables a visual representation of radiation... you can grow extra limbs etc, though i have only tested this once and it has not happened yet.

I also have a mod applied that adjusts all NPC's in the world's height, it adds a touch of realism is all.

Well streaming caused a shed load of texture and world glitches... textures and actual geometry would disappear altogether LOL, and some bad stuttering.

I use Win 8.1 and can play it perfectly fine, only real issue I've ever had is the game crashes if I Alt+Tab back to the desktop to do something else, providing I just run the game I've had no issues. 

Potentially this could just be an issue with my dual monitor setup, I'm not sure, never really tested it.

I may be late, but fallout 3 will run fine on windows 8. You may have to do some fixes in the ini to make it work without crashing, but that is very easy to do.
