I'm running Windows 8.1 64-bit on Intel G3320 and 4 gigs of RAM.

 

Some applications fail to launch showing this message: ieframe.dll is either not designed to run on windows or it contains an error(see photo below)

I've turned off and on Internet Explorer, ran SFC(SFC says there are some damaged files but those couldn't be fixed). Nothing helped.

 

Windows update is not working either. Some time ago, I tried to upgrade to Windows 10 but it failed due to insufficient space in the C: drive. Windows Update stopped searching for updates and when I searched for updates myself, it'd show a notification saying Technical Preview is ready to be downloaded(or something along those lines). So, I manually uninstalled some updates to fix that. It worked fine for awhile before it broke again. Now I can't find a fix for it. I ran the windows update troubleshooter; it said it fixed the problems but Windows Update still shows no updates. And when I click change update settings, it stops responding for about 2/3 minutes before becoming normal again. But upon clicking OK, after more than 5 minutes of irresponsiveness, it shows the following message.

Sounds like you have some corrupt OS files and/or permissions. Since you are running Windows 8.1, a refresh may be an option (where the OS files get reloaded, but it leaves your profile and files in place.) You would still need to re-install all of your applications. Otherwise, I'd say just reload the whole OS from a fresh install. These will be the easiest and quickest options to getting your issues fixed, without diving headfirst into windows' internals and reading through TechNet articles and blogs :)
