That's the one I plan on getting but it's already pushing my $2000 budget $130 over budget. Maybe I could get windows off of reddit and save $80 or hope there's a combo deal. I could also pick up a few things like the CPU from newegg.

That's gonna be a pretty large bottleneck there...

Because that CPU has worse performance in games than an average i5, that's why. It really will bottleneck that GPU.

It is a 4-core, 8-module CPU using shared resources with incredibly low IPC regardless of clock speed. Games are not optimized to run using the resources from all 8 "cores" except maybe Battlefield and CoD. Your CPU is a bottleneck for anything exceeding a 960/280(x). You will see very little real-world performance gains until you get a processor that can feed the beast that is a 980Ti.

If you could pony up the cash for a 980ti with overnight shipping you could certainly find the spare change for a 4790K or a 4690K processor and a Z97 motherboard. 

 

most likely my next upgrade, Ill be doing more research on this to find a new CPU/Motherboard that fits what Id like

I actually agree with your 980ti card purchase. EVGA makes excellent OCing cards. The 4690k or 4790K processors depending on if you want hyper threading or not. http://www.newegg.com/Product/Product.aspx?Item=N82E16813130801

I never advise people wasting much money on motherboards. You need a half dozen SATA 6.0 ports and you are good. Memory prices are low and I always recommend 16GB kits 2x 8GB kits of 1866mhz or more.

so How would I measure said bottle neck? Im thinking ill be ok for now running 1080P I know 980ti is a bit over kill for 1080P but I do plan to upgrade eventually but in the time being how would one measure a bottleneck in the CPU

The FX series really lacks single threaded performance, enough so that any GPU above the level of an R9 285/GTX 960 bottlenecks in most scenarios.

 

To estimate how harsh the bottleneck is, you'll have to disable VSYNC on a game and monitor GPU usage. If it's below 95%, chances are that there's a bottleneck present, most often the CPU. The last time I benchmarked an FX-8350, it was using the GTX 680, and that only hovered around 60-80% usage. In the same test, an i5-4440 ran a GTX 780 at 100%.

an update, 

 

well the card is a monster no surprise there but y'all was right about the cpu, Infact I can't get the card usage to go over 40% it will spike to 45% but its an adverse of 38% GPU usage. But with that said I can run nearly all my games maxed out and I mean everything on and turned up on 1080P (I know it should be 4K but that to come) anyways a game that hurts hard is ProjectCars i can't get above 25FPS with everything maxed out. 

 

I did order an i7-4790K Devils canyon, H80i cooler and a gigabyte GA-Z97X motherboard to help out.

 

what are your thought on this CPU and GPU combo shall I be a happy camper?
