for future reference, what 4k monitor would you reccommend

If I remember correctly from an earlier thread that you made a week back, your age is 12. I'm gonna say this now. Don't buy a PC. At least not that expensive. Save the money for getting into a good college, buy a normal PC at around 900$ and save the rest.

It's going to be far easier at this stage to break it down as follows:

Allow at least $650 for your base components (Mobo/CPU/RAM/PSU/SSD/HDD/Case/Cooler) - see Reuben's suggested build.

Add another $650 for your GPU (980Ti)

Add $88 if you can't get a legitimate copy of Windows elsewhere

Add whatever for whichever monitor you insist on having

Add whatever for keyboard and/or mouse

Budget in for things like extra fans, headphones, additional speakers, mic, mousemat, surge protector, wireless card, optical drive, USB flash drive etc.

And that's the minimum you need to be planning for.

You're basically hitting $1390-1400 without the entire bottom half of that list, and it's tight even at that budget.

trust me I've got enough money for collage and I will a year or 2 of more allowances. Then I get a job :)

actually you're right.... I should save the money can you make me a build which is around 900 and can run games at high/ultra settings with a monitor and keyboard?

there might be a slight bottleneck with that cpu and also change that psu to something with 80+ gold

80+'are just the efficiency of the PSU. Not how good they are.
