so i recently lost access to my steam account and I have batman arkham city on disk can i make a new steam account and install it or is it tied to my other account?

The Batman copy is tied to your Steam account.

You can probably still play the game though with a new account, if you still have it installed.

 

Have you tried getting back your old account?

If you entered the key on steam then it's not possible.
