if you cannot afford r9 280 the only option left is r9 270. GTA V max is NOT going to happen.

Preety much^

Pretty good settings on most games (including GTA V) on a 280 though. Still going to look beautiful and better then any console. Even a 970 won't do GTA V maxed perfectly

GTX 960.  Fry's Electronics is selling a 2gb msi for $169.99 after MIR.  You also get a free copy of the game The Witcher 3.

AMD has a couple of free games too but they're quite lame.  They're the games you can buy on sale from Steam for like $4.99.

Just like with anything hardware related, you can only go as far as you're willing to spend.  $200 tops, GTX 960 is best.  Amazon has a 4gb PNY model for $209.99  Again with free Witcher 3.

If that's still too expensive, get a 750ti.  1080p resolution and about 45fps on most games with med-high settings.  Definitely better than XBone and PS4 performance.  Of, free Withcer 3 game with that too.

Max at what resolution? What framerate?

at 1080p a gtx 960 comes close to 60FPS, but most benchmarks are done using much newer CPU's than the 2500k, don't know what you're going to get with that CPU, as I've even seen people with a 4690k complain.

Anyway, there's graphics settings for a reason. Reducing a few settings won't make it look terrible all of a sudden.

Correct.  That's all there is to consoles.

GTA5 is very demanding to both cpu & gpu.

A friend of mine has a 650ti paired with a G3258 dual core pentium.  He gets 60fps when the screen is not so busy.  When it gets quite busy it dips down to like 34fps on medium settings.  Still better than consoles.

Are there any issues with them, before I pick one up?

No sapphire makes the best AMD cards out of everyone, another thing you may want to consider is getting a better CPU cooler and overclocking it a bit.

Yea I plan on over clocking. Looking to purchase corsair h100i

Personally I find all in one coolers loud, you can get results that are just as good and much quieter with a noctua NH-D15 or the be quiet dark rock pro 3.
