Why do you want a budget CPU when you have such a high end GPU? You'll probably bottleneck it....

i5-4590 is the best bang for your buck CPU. It's about $15 more expensive than an i5-4440 or i5-4460, but it's all cores turbo clock is almost 10% higher. You get into some real diminishing returns for your dollar going higher than the i5-4590 though, at least for a single GPU system (except if you play Arma III or Total War, which can really make use of an overclocked CPU even on a single GPU system). If you want to pop a second 970 in eventually then the i5-4690k becomes your best price to performance chip since you're already buying the expensive Z97 SLI board and since you'll probably be CPU bound.

I wouldn't go for a cheap CPU - you'll bottleneck your system, meaning if you have a fast GPU and a slow/low quality CPU, it will lead to poor performance. Hopefully that makes sense. 

 

If it doesn't, here's a Fast as Possible I just dug up from Linus on it! Enjoy

The i5-3470 you have listed in your profile will run your GTX 970 great, no need whatsoever to buy a new CPU. See Tom's Hardware's gaming CPU tiers list: your's is first tier, and I don't see it dropping out of there for at least a year.

Performs the same, just a haswell refresh CPU so a better TIM.

 

If you get this one besure to get a Z97/H97 motherboard.
