Something Is definitely causing trouble, it's a matter of finding out what.  You should be at around 27c stock.  Might have to go through the routine; update bios then reset bios defaults, make sure HSF is installed securely, fans working & use right amount of thermal compound.

is core temp a reliable program?i've just set up this pc and i used the stock amount of thermal compound of the stock cooler

No. 27C under synthetic load is not normal. @Newbisgood seems to have made a mistake. When the room temperature is ~20C, you can't expect the CPU to be at 27 ffs.

70C in prime95 would mean about 60C under heavy load in a real world program, e.g. decoding a video. Which isn't that bad.

You might not need to increase the voltage in order to achieve higher clocks, so you might not get higher temps. Just try overclocking, anything that is under 90C in prime95 would be acceptable FOR ME.

You shouldn't be worried. If it is still only 70C, you have some headroom to increase the voltage. If you increase ONLY the multiplier for start, you won't see much heat increase.

So try to increase the multiplier first, then see if it's stable. If not, increase the voltage a bit, and repeat until the stress tests become too hot. The web is full with Pentium "K" overclocking guides :)

The way I've always done and recommended overclocking is boost the clock till it fails a stress test, then boost the voltage until it can pass. 

Also, if it goes up above 80C with a mild OC (3.7ish), reapplying thermal paste and the cooler can't hurt. 

*EDIT*

Let the CPU fan curve take care of itself or boost it a small amount, just make sure the rest of your case is getting rid of hot air. 

Do you know about positive vs. negative air pressure in your case?

No air cooler works well unless fed a steady supply of fresh, cool air.  

 

So even before I changed the stock cooler I'd try adding additional case fans - it's cheap and easy.

Agreed, however the corsair 240 comes with 2 intakes and 1 exhaust, which are pretty descend for a freaking Pentium build :D. So I don't think that's the case here.

The temperatures aren't that high, and we don't know anything about the ambient temperature.

1) don't use P95. Go with AIDA or Intel XTU, much more reasonable stress tests.

2) Any temperature result is meaningless without knowing the voltage. 70C at 1.3v is good, 70C at 1.05v is terrible.

3) Make sure your voltages are set to manual for all synthetic benchmarks.

Yes, that is what the case comes with, but until he says that is what he is using then it's just an assumption.

 

For all we know he bought the chassis used and the prior owner stripped the fans.

That's a pretty terrible temperature for Prime95. My G3258 would run in the 50s on the stock cooler at stock speeds when running Prime95 SmallFFT (their hottest stress test). It didn't start hitting the 70s until about 4.2 GHz and hit the low 80s at 4.4 GHz (I didn't want to push it farther). It sounds like you lost bigtime in the silicon lottery. Another reason to never recommend the G3258.  :(
